org.eclipse.rse.doc.user does not contain a pre-built index - as a result, initial indexing takes longer than it should when an end user wants to search help for the first time.

Attached patch should fix this - using customBuildCallbacks.xml, a plugin.xml addition and a build.properties addition.

Fixed and verified in I20110628-1146 - an additional entry in build.properties was necessary to actually call the customBuildCallbacks.xml
