The Sphinx platform plug-in "org.eclipse.sphinx.platform" should re-export its dependency to the Apache command-line interface plug-in "org.apache.commons.cli".

Fixed as proposed in description. Removed inappropriate reexport of dependency to org.eclipse.core.resources along the way.
