Something to consider for R2.2.

There is a plug-in around which checks the contents of .properties files and 
allows you to export their values and then import them into a word processor 
for checking the spelling.

This could be integrated with the automated test suites as part of the RelEng 
tests.

As it stands now the plug-in requires user interaction but I believe that it 
could be changed to take advantage of built-in or command-line dictionary 
utilities that some operating systems have.

Not true.

Correct: starting from a given directory it collects all .properties files and
removes the keys and '&'.

Not true: has to be done manually - but would be easy to change

The spell checking is done manually. Also fixing the files itself has do be done
manually.

We would need a spell checker that can be kicked off automatically.
