Self-hosting with only the 1.7 JRE available

1) Create new java project (1.6 is the default EE due to bug 350319)
2) Create a new class with main method
3) Create a Java 7 structure such as a switch on string statement
4) See error, quick fix offers to change project compliance settings
Result
Running the quick fix adds custom compiler compliance settings to the project when what I really want is the EE of the project to be updated.
