Look at what is involved in implementing the PDE editors as web applications hosted in an SWT Browser widget with tight integration with the Eclipse workbench.

If successful, such a strategy would allow the deprecation of UI Forms, a largely unsupported code base (due to resource constraints).

Rationals for pursuing this course of action can be found in a requirements work item.  (I'll post a link when the item is created).

As suggested, the first editor being considered is the Table of Contents editor.

This was a neat idea, but not one that we have time for in 3.8.  If someone is interested in this work, it should be moved to the incubator.
