Currently, Autotools adds a few entries in the Project menu:

Reconfigure Project
Autotools->various tools supported

These menu items are tied to the project nature and if a project isn't currently selected, they disappear making it confusing.

These items should appear in the Context menu for the project (i.e. right-clicking any project resource) but currently these items do not.  The items should be moved to the Context menu as opposed to copying and thereby remove the inconsistent behaviour currently exhibited under the Project menu.
