Add support for private Descriptions.
Actual we can only change existing comments.

Sory,

we can not do this because there is no way to detect if the first comment is the description or an comment when using ctype=xml or the webservice function.

We need an enhancement from  Bugzilla!

Does Bugzilla support editable descriptions that are separate from the comment stream now?
