IDE tooling and build usage instructions should move to the PG.

VWS installation duplicates material in the UG and can be deleted.

Greenpages overview should move to greenpages sample.

The remaining material that was not moved to the User and Programmer Guides now forms a GreenPages Guide which is part of the GreenPages sample. This will appear in release 2.4.0 of the GreenPages sample. The UG and PG changes will appear in 3.0.0.RC1.
