With tycho 0.11.1, when I'm building a site that refers to other sites using an associateSite.xml, the sites are not being added to the final content.xml.
The same thing works when I use the org.eclipse.equinox.p2.publisher.UpdateSitePublisher application from p2

feel free to reopen if bug 346926 does not cover your use case, but make sure to provide complete standalone sample project and description of desired behaviour (assume tycho developers know nothing about p2 ;-) )
