In Helios the sites are listed whereas in Indigo they do not appear.

Steps to Reproduce:
1.Window>Preferences>Plug-in Development>Target Platform   Add
2.Next Add
3.Software Sites
4.No sites in list

This is working as designed.  The target platform list and the eclipse installation lists are independent now.  This was an intentional change to prevent target modifications from affecting your install. Closing as WORKSFORME.
