Update all of our bundle version numbers based on the changes.

The only questionable bundles:

org.eclipse.e4.ui.widgets went from 0.9.1 in 0.9 to 1.0.0 in 0.10.  But it really should have been 0.10.0.qualifier.

I'm going to down-version it to 0.11.0.qualifier for 4.1 ... we resurrected it because we couldn't make as many changes to CTabFolder in 3.7 as we wanted to, its contribution to API is worthless.

I'll attach a patch before I commit.

I'll just bump org.eclipse.ui from 3.7.1 to 3.7.10 (in theory it should not conflict).

It should have been bumped to 3.100 just like o.e.ui.workbench, but we'll have to look at that at the beginning of Juno
