http://downloads.eclipse.org/helios/content.jar is so terribly slow that it takes me about half an hour to check dependencies for a single plugin download. Getting plugins when setting up an dev environment (3,4 plugins) seems to be a job for nearly half a day right now :/

Using wireshark or some other network monitoring tool, could you see if you are being re-routed?
