Error dump from Java VM
This appears to be due to the use of xulrunner version 2.0. When version 1.9.2 is downloaded, and the eclipse.ini file amended to use this version instead, the problem no longer occurs, and hovering correctly brings up tool tips. We don't currently support XULRunner 2.0 so this makes sense, see bug 340998 comment 8. You may also be interested in bug 327696. There have been a couple of fixes in the eclipse 3.7 stream to avoid attempting to use XULRunner versions > 1.9.x, so I suspect the 3.7 release will work better for you.
