We (as well as  dojo and dijit) currently use the requirejs "text" plugin to inline our templates but are not making use of them at runtime. This is a known problem with a workaround that we should enable as it will save us approximately 175ms per page in my testing.

To add some detail...
I had this change ready in a branch and associated with bug 345483 however was concerned about the build and testing so did not release for M8.

John reviewed but we need a test build to verify everything is in good shape before closing.
