Incorrect Part creation, they are not created with their related association.

A part can also be created by dropping a Block in the structure compartment of a Block, and is also incorrect in that case (same reason).

Fixed in r5275 (0.8.1) & r5276 (trunk).

In r5340 (trunk) and r5339 (0.8.1) - minor for fix in the order of a newly created Part/Ref Association members to be similar with member order in a new Association.
