On lengthy context sensitive help panels the highlight for text selection doesn't always select the text under the cursor.  Instead either no highlight will appear, or the highlight will appear further down the help than the area which should have been selected.  This behavior appears to be tied to the scroll bar.  If the help has not been scrolled, then the selection works as expected, but if the help is scrolled down half a page, then the selection highlight appears half a page below the mouse cursor.

Reproducible: Always

Steps to Reproduce:
1. Load an F1 help with several screens of text
2. Scroll down the help half a screen
3. Select some text at the top of the screen -- the highlight will appear halfway down the screen.

This bug hasn't had any activity in quite some time. Maybe the problem got resolved, was a duplicate of something else, or became less pressing for some reason - or maybe it's still relevant but just hasn't been looked at yet. As such, we're closing this bug.
