We should hide this more intelligently and show the proper page for local vs. remote projects.

For the Environment preference page, we will remove the one from RDT and restore the one from CDT.

Just to clarify, RDT was replacing CDT's Environment property and preference pages with RDT's.  This fix will restore the CDT Environment property page for CDT projects and the CDT Environment preference page for the workspace.  Remote projects will use the RDT Environment property page.

Fixed in ptp_4_0 and HEAD.
