指企业贴现，银行放款。
当电票系统做“贴现签收复核”交易后的新增加交易“贴现放款”时，调用核心“贴现放款”接口交易
对应重庆银行综合业务系统中的6-3-1
注：
贴现和转贴现均用此接口实现。
再贴现目前核心没有相关交易。
