In the review property view, The button for the meeting request should display "Create" until there is already a meeting request, then the button label can switch to "Update"

A contextual action under review would also be needed, similar to the email notification.

For now I would like to chencge the button label only.  The context command could be done later as an enhancement

It is fine to do it in parts as long as we keep one bug opened to track the remaining work.

The button was changed, and a new option to send a meeting request was added to the notification dialog
