on build.eclipse.org, when I do:
svn checkout -r 1120 http://dev.eclipse.org/svnroot/modeling/org.eclipse.emft.b3/trunk/org.eclipse.b3.beelang org.eclipse.b3.beelang

It does the checkout:
Checked out revision 1120

But when I use https:
svn checkout -r 1120 https://dev.eclipse.org/svnroot/modeling/org.eclipse.emft.b3/trunk/org.eclipse.b3.beelang org.eclipse.b3.beelang

It merely answers with:
svn: OPTIONS of 'https://dev.eclipse.org/svnroot/modeling/org.eclipse.emft.b3/trunk/org.eclipse.b3.beelang': 200 OK (https://dev.eclipse.org)

and doesn't checkout anything

https is used for committers, and allows commits.  Therefore, to use https, you must supply your committer ID and password.  If you only wish to checkout, you can use plain http.
