As long as there is not at least one Agent defined in the Metaabm, Dynamic Variables will not show up when running the simulation. Somehow code generation seems to be dependent on an Agent. That is a bug.

To be clear there is always an agent in an AMP model. The "Context" is the top-lelve agent. But do you mean that there has to be a member agent as well? That would be a bug, probably due to the use of executeMembers as opposed to using rules to execute the agent dynamic behavior. Please see proposed changes for more on that.
