The IP Contribution Review Tool:

Provides a good actionable section of "Recommendations" but it's way too hard to find since it's hidden below myridads of less helpful reports.

The "Recommendations" section should be listed in the TOC of the page at a minimum, or be made even more prominent.

I'm marking this as critical since without finding the Recommendations section, the tool is pretty useless.

Recommendations section is in the table of contents and has been moved to the top. I've added a short blurb to let the reader know that the recommendations are automatically generated and so are possibly totally bogus. Marking as FIXED.
