The method htmlDecode(String) in StringUtility should replace "&amp;" at the very end instead of the beginning.

Example: The current implementation yields
"<a < b>" for htmlDecode("&lt;a &amp;lt; b&gt;"). The correct result would be "<a &lt; b>".

This bug was already fixed with commit for bug 364545.  "&amp;"  s replaced at the very end. Added tests.
