When first starting up, before the workbench has a chance to switch to some perspective (thus changing the title), the default title says "Eclipse SDK 4.0"
This should be 4.1.

I'm note sure where this comes from.

To reproduce easier, close all perspectives leaving an empty workbench and then restart.  On restart, before a new default perspective is created you will see the default title.

I found this string "Eclipse SDK 4.0" in org.eclipse.platform/LegacyIDE.e4xmi

This file seems to perhaps be generated?  Is there a emf model that needs updating?

That file is not generated. We'll just have to change the string in the e4xmi file manually.
