Develop conformance test for boolean type and the if statement to flush out the the details fo the ECK generator and test structure.

This bug says target milestone = Iteration 9, and that iteration is over.

If the work is done, please resolve this bug.  If the work is not done, please
change the target milestone to Iteration 10 or Future, whichever is
appropriate.
