Both About and Nav services return HTML pages.
As an web API service, we need to add support to have both XML and JSON output in addition to html page. So that the consumer of the public API can use the data for the new web 2.0 based UI's.

Both AboutService and NavService supports the 3 output format, namely, XML (default), JSON and HTML.

3.7 has been feature frozen since the beginning of May 2001 - see http://www.eclipse.org/eclipse/development/plans/freeze_plan_3_7.php. It will not be possible to make these changes for 3.7.
