When the "-b" (config.bld) and "-c" (compiler root dir) options are given, but
without the "-t" (target) option, configuro generates a config.bld file that
references an undeclared "target" JavaScript variable. Causes build failure.
Configuro should be using "Program.build.targets[0]" as it does in the rest
of the file in this case.
