I asked a similar question about git clones in bug 345306, but in that bug the answer is "yes, it will be needed."  

Wasn't sure what the answer is for these pages.  If there are no planned selection-based actions then we should remove the checkboxes because they imply that things like "push" or "merge" might somehow relate to the selection.

Yes, it is needed. I explained couple times, that you are already able to compare two commits for a file. In the future when we have a structure compare UI, we will be able to check any two commits (containing multiple diffs) and compare them.
