If the build framework feature is installed but a connector is not available the Builds view should show a link to open discovery to install connectors.

i support this request.

after uninstalling all subversion components from eclipse and reinstalling the team provider, the conector discovery dialog did not show and there is no way to show it manually.

the problem seems to show more often:

a good place might be
window -> preferences -> team -> svn -> tab "SVN connector".
