The "Add Attachment" wizard is modal and thus it is not possible to access other parts of the UI while adding an attachment and describing the attachment. For example I frequently have the use case to copy something from an editor and paste it into the attachment description which is currently not possible.
It would help if the wizard was not modal but one would have access to the rest of the UI (e.g. editors, package explorer, other task, etc.)

The wizard is not modal :). You should be able to access the workbench while it is visible. Please reopen and include details about your Eclipse version and operating system if that is not working for you.

Ups, how could I overlook this! I hope, that at least it was modal at some point in the past...

No worries. I am not sure when the flag changed but it believe it was modal prior to Mylyn 2.x.
