Build plugin org.eclipse.edt.mof.egl as a directory not a jar.  Do this once Paul refactors org.eclipse.edt.compiler and moves the eglars and mofars into edt.mof.egl.

Also, if org.eclipse.edt.compiler should no longer be built as a directory, switch it to a jar.

The changes were made, should be in the 6/9 build.  org.eclipse.edt.compiler will continue to be built as a directory.

Verified the change in the 6/16 nightly build.
