While in all-stop mode and the target is running, GDB does not accept commands.  Therefore, we cannot start tracing, stop tracing, and other tracing operations.  Setting tracepoints does work since we already interrupt the target for that.

Some targets may accept commands while in all-stop (effectively having target async enabled), and we should keep that in mind.
