I20110516. Firefox 4.

- Open Orion to the navigator page
- Hit Ctrl+T to open a new browser tab
- Switch back to the tab containing Orion navigator

-> The 'Open Resource' dialog is open. This shouldn't happen on Ctrl+T since this is a common browser shortcut.

The same steps don't produce a problem on Chrome 11...

I'm seeing this on FF 3.6.x as well.

fixed with initial commit for bug 334200.
The open resource command binding is now handled by the command service keybinding support, and it handles this case.
