A project should ideally be working with their mentors and PMC during incubation phase to gauge the progress, but that doesn't always happen. When the project team feels they are ready for graduation, there can be a nasty surprise if PMC or EMO doesn't agree with their assessment. 

I think it would be a helpful to add an informal graduation readiness review with PMC and EMO several months before planned graduation to get early feedback on whether graduation would be approved. The goal is to avoid surprises and if there are some aspects that would preclude graduation, to have time to possibly correct them and still graduate on the planned date.

I'm removing [EDP] from the title. I don't think this is an EDP issue. I do like the idea and would like to work this sort of functionality into the new portal implementation.
