When a certain resource (java file for example) is being tried to open in an editor, the framework doesn't allow it and the user gets notification that the certain resource is not in synch with the system. Something similar must happen with the diagram editor when the user tries to drag and drop unsynched entity in the open editor

I thought we could fix it for Indigo, but I've realized that it requires UI change, e.g. when the user tries to drag and drop unsynched entity into the diagram the editor should show info dialog explaining why the entity won't be visualized. So, this one remains for 3.1

The 3.2 target now represents the Juno release.
