I have just installed Eclipse on a brand new system and I've not created any projects, etc. in it, yet the Run => Run Last Launched method is still enabled. I had reported an issue some time ago (that I couldn't find it) regarding the confusing behavior and name of this menu item.

In other words, I have never launched anything so far so this menu item should not be called Run Last Launched as well as being grayed out and disabled.
