I should have probably mentioned this explicitly here... the fix is for only Tips and Tricks document. I will attach a patch for What's new document once it is updated (see bug 330766 comment 8). Let's keep the bug open till then :)

I have released a first cut of platform what's new in 3.7 document. I need to do further editing, but I think the categories are stable enough that you can go ahead and add a TOC entry for it.

I've committed the fix to HEAD but without " Changes" at the end of each TOC entry.

Deepak, can you please also do it for the ISV What's New:
org.eclipse.platform.doc.isv/whatsNew/platform_isv_whatsnew.html
NOTE: The document itself needs a TOC too.
