A simple work-around is to use the Shift+Ctrl+F9 key-binding which always works or the context menu of the task editor. I agree though that the only actions that should be disabled in the task editor toolbar are submit and refresh. The context menu activate command does not work during submit. Actually, it does not work at any time. I guess the selection is not set. Actually, the mark as commands do work from the task editor context menu. It's only the activate command that doesn't work. Even deactivate works. However, if I type in the new comment box, save, activate, deactivate, and then reopen the task, then the activate command consistently works until I clear outgoing. I think not disabling the task editor (other than refresh) would go a long way toward making slow repositories feel faster, because it would mean you wouldn't always be waiting for the submit to complete before you could so much as scroll the editor. Even submit should be enabled if possible, so that you can make further changes. Mylyn has been restructured, and our issue tracking has moved to GitHub [1].
