Useful to have a menu item "show as external palette"

Reproducible: Always

Steps to Reproduce:
- open JPA diagram editor

By default the palette appears on the editor and we have option only to dock it to the left or right of the editor. Sometimes it is useful to dock it has external view to get more real estate space.

currently we can achieve this by window > show view > Palette.

Suggestion: In addition it would be useful to have a shortcut on the editor when you right click on the palette title space - may be add additional menu item to "Dock on" - "Left | Right | External Palette"
