To reproduce:

1. Go to: http://eclipse.org/downloads/index_project.php
2. Click on "Eclipse Platform"

Result: 403 Forbidden. Don't have permission to access /eclipse/downloads
Expected: Eclipse Platform project download page should show :-)

It was working 2-3 days ago, so it should be related to a recent change.
