As per http://dev.eclipse.org/mhonarc/lists/platform-releng-dev/msg18417.html
our recent contributions of ECF and SAT4J need to be added to the API exclusion list. 

But I checked the file in the org.eclipse.releng project and the SAT4J bundles seem to already be there. I'm not sure why we are still getting errors about them. 

The ECF bundles do still need to be added though.

Fixed and released for next I-build.
Will be verified with next build.
