Dynamic JAXB is not currently available in an OSGi environment.  This enhancement is to where dependencies permit expose this feature through OSGi.

Fix Description:
The dynamic JAXB code capable of being exposed as an OSGi bundle has been moved to the org.eclipse.persistence.moxy project.
