It looks like Indigo language packs are available from babel, now:
http://build.eclipse.org/technology/babel/babel_language_packs/I20110503-0400/indigo.php

But they don't currently contain the eclipse packs like Helios:
http://build.eclipse.org/technology/babel/babel_language_packs/I20110503-0400/helios.php

Maybe there's a map file we are supposed to update?

Paul, each project should go to http://babel.eclipse.org/babel/map_files.php to define the map files or update sites so that Babel can loacte and extract the source files for translation.
