Hi,

I get the missing baseline error in the problems view after i sync some project's code.
Even if i mark the preference 'Missing API baseline' as ignore the error remains.

The real problem is lies with the preference fetch. This problem can be reproduced on any project that have preferences enabled.

When project specific prefs exists, the fall back should be workspace instance and not default instance.
