the primary nav links are currently hardcoded in globalCommands.
We should allow plug-ins to add primary links (and potentially groups of links that would appear in a pulldown).

This may simply be an extension point like "fileCommands" which applies to "globalCommands".

Fixed.  See globalCommands.js for a description and plugins/landingPageTasks.html for examples.

If we get too many of these, we'll have layout issues.  We can work on that in the context of bug 339514.
