The lookup needs to check all bundles not just the User Region bundles when finding a match for the given name and version. The call from the dojo tree also needs to be enhanced to include the Region of the requested bundle.

I have moved the logic that filters out kernel region bundles down in to the admin console so that it can actually see the kernel bundles when it needs to. The lookup method the artifact tree uses now also requires a region name to be passed in.

This is now fixed and the lookup url now works with a region name
