o.e.pde.api.tools has a .options file but it is not included in the binary build (See /org.eclipse.pde.api.tools/build.properties) As a result it is not easy to know if some debug options for the plug-in are available or not.

I hope this can be fixed for 3.7 since the .options file already exists, it only has to be included in the build, and most importantly it is only available as a sample/doc to the user.
