I've had this problem happen randomly for a while. Sometimes when I hover the mouse over a variable when the debugger is stopped on a breakpoint, the debug hover doesn't work. If I select the variable and do Inspect (Ctrl+Shift+I), I do see the value though. And it also appears in the "Variables" view.
I've tried setting a modifier key on "variable values" in Java > Editor > Hovers, but it doesn't help (no hover at all when I have the modifier key pressed).

No information. Could be bug 317045, but it is long time since 3.7.
