Chrome 11, IE9

1. Running against Dojo 1.6.1, go to /sites.html
2. Click the "Edit" button beside one of your sites to bring up edit-site.html
3. (Chrome only) change the text size by pressing Ctrl++ or Ctrl+-
4. The layout of the site editing table is too wide. It takes up all the available horizontal space. It's supposed to be narrower.

For some reason in Dojo 1.6 this element:

  <div dojoType="dijit.form.Form" id="siteForm" style="display: table; pading: 10px;">

somehow gets its width set to 100% of the available area. This does not seem to happen in Dojo 1.5.

Dojo 1.6 was moved to M8.

Changed the HTML as part of Bug 339937 and it also fixed this
