It is not possible to exclude added/removed bundles from API freeze check. We should add support for this.

Michael, please review. This would be needed to get rid of the first three lines in the API freeze check.

Patch looks good. All tests pass.

Also a good candidate for 3.7M7 to ensure the correctness of the freeze report.

The new exclude entries have the format:

ADDED#component_id

or

REMOVED#component_id
